There are no trivial risks from the release of man-made nuclear material. All such radioactivity should be regulated at all levels, and not excluded or exempted from controls. ICRP recommendations should incorporate increased risks identified by other scientists and panels, and adopt the precautionary principle of preventing potentially harmful exposures. ICRP should recognize and incorporate the increased risks from alpha particles and other internal emitters. Reference Man protection should be replaced by Protection of the Most Vulnerable. With regard to a radiological emergency (e.g., reactor accident, terrorist "dirty bomb" attack, or other detonation of other radiological device, requiring evacuation and relocation), it outrageous that ICRP would recommend allowing an annual dose of 10 REM, and to continue to allow members of the public to continue to receive annual doses of 10 REM for the following 30 years. ICRP should accept NIRS' nominations of Dr. Judith Johnsrud and Dr. Dennis Nelson to membership on ICRP Committee Number 5 to reflect some balance in expertise and perspective.
